Does a hard brake pedal indicate a bad brake booster? My brakes were fine before the rebuild but now nothing. Also their was a check valve in line...

My 82 j10 with the 208 dashboard 4wheel light won't go on. I pulled the dash, changed the bulb, nothing. Tested w/ voltmeter and it's reading hot...
