'77 Chief Engine Issues - Looking for Input

Got to working on my daughters Chief. Finding some issues.
1) It has a 360 that I briefly got to fire after we first got it. After rebuilding the carb I went to fire it up again and could not get it to go. Just some popping and close calls. Checked the compression and was very disappointed. In numerical order the compressions were 80-90-60-90-80-90-120-60.

2) The #1 cylinder rocker arm bridge has obviously been replaced. All the rocker arms on the drivers side were loose (have not checked the other side yet). After adjusting them the #1 intake is still loose. As you can see from the photo the bridge is different. All of the original bridges are smaller and have what looks like a shim underneath. The #1 bridge does not have this.

My first instinct is that this needs a complete rebuild. The compression numbers are pretty low.
If not a complete rebuild then what? Re-ring with new cam & lifters?
How do I address the bridge issue?

After reading so many threads about builds it seems that these beasts are somewhat particular to how they are built and react better to certain things. This is a California car with all the smog goodies if that makes a difference.
