Ye olde pipe cutting vice-grips, I can't remember working so hard under a car for so little payoff, I was probably 14 when my brother said "take this and go cut the muffler off that Cutlass." NEVER AGAIN, bro. ('course that was before battery operated tools.) I soon discovered fire, of the Oxy-Acetylene variety. Bwaa-ha ha ha. :evil:

Yeah open cutting of thin pipe they are ok & they will provide square cuts , cut knuckles, concave edges which can be a good or bad thing. Trying to conceive how they would work under a car in tight quarters. One of the things that make the tool work is plenty of room to go back & forth which would not be an option on most vehicles. Anything is possible but this doesn't seem plausible. One of my problems with conception is. I'm too lazy to steal. :mrgreen:

The car was up on jackstands, plenty of room underneath for a wrap-around chain, not a hacksaw though, but those old cars had exhaust pipes that were plenty thick to be trying to cut through with one of those things. It was easier to drop the exhaust at the manifolds then get it with the hacksaw.

Metal blade in a jig-saw works on most older vehicles. Never tried cutting re-bar with one, though.

They've been stealing them in Michigan for years. They've hit some car dealers too. They changed the laws for scrapping and that has slowed it down.

Cat theft was big here in Oregon until the meth bill passed a couple years back. Then, all the cat buy-back places went away. The metal recyclers now issue some sort of license to sell to them, or require releases to be signed by all scrap suppliers or something.
