I did my headliner in vinyl, i went to Joans for it. They also have good headliner fabric if thats what you want.
Anyway i got the burgendy/cordovan vinyl from Joans, to glue it on you need to scrub scrub scrub your headliner board first get ALLL the junk from the old headliner off. Then i got a glue from lowes called Weldwood, dont get the Gel it sucks i tried it, get the regular welwood, i just dumped the gallon bucket on the boards and rolled it and brushed it on with a bursh, you want it saturated. Then put some on the vinyl as well, lay it down, use a dry foam paint roller on it to smooth it out, and let it dry for a day or two. Ands thats it. Oh and let it get a little tacky first before you put it on
Here is what my headliner looks like in my 90. This was with the warped boards, i had to redo it when i found proper boards for my 90 that werent warped and allowed me to the chrysler consol back in, but you get the idea

But ya i did my mom 98 ZJ with regular headliner fabric from joans, has been 4 or so years now and it hasnt bubbled or budged one bit, just do the same process, clean clean clean the old headliner.. I used this glue
https://www.amazon.com/3M-38808-Headlin ... SHVT&psc=1, youll need 2-3 cans.. i recomend 3.. cover the board 2-3x you wanna make sure it sticks.. let it dry until its tacky like gum to the touch.. Then lay it on, holding the fabric up at an angle while someone pushs it down to keep air bubbles out
