Specialty bit, which one?

Specialty bit, which one?

Can someone identify the bit that works for this tamper resistant screw?

This is on the tailgate cover for my 66 wagoneer.

Other threads suggest torx 25 but this is not that I think.

I know I could dremel this and use a flat screwdriver, I’d prefer not to.

Any help would be appreciated.

I think it's called a clutch head. My 59 chevy pick up had them if I remember right.

Yeah, I have a set of the clutch head screwdrivers from when I had a 56 Chevy pickup.
