Not blowing cold enough

I am using enviro-safe which is apparently compatible with R-12 systems, I charged it last summer after i fixed the leak and the vent temp was never cool enough. Everything is original, i just replaced a hose that was leaking. When the AC is on the compressor is on 100% of the time and the temperature dial does nothing(probably because it blows too warm).
90F
60% humidity
210 high side
35 low side
63F vent

According to the TSM of my jeep low side should be(in R12) 25PSI and the highside 259PSI
According th envirosafe the low side pressure should be exactly the same as the R12 pressure and the high side ccould be up to 15 PSI lower. That tells me that the low side is high and the high side is low which could mean expansion valve or maybe worn compressor?
What do you guys think could be the issue?

Idunno. Are you seeing bubbles is the sight glass?

Did you suck the system down before charging, replace the drier?
