Sounds like the melted ammeter to me. That relay is for the intake manifold heater. If it melted, the wire is probably shorted against the intake (been there, got the t shirt) If you plan to keep the 6, I suggest getting a Chev inline 6 HEI distributor (you need an AMC drive gear put on it, but it's all in one, 1 wire to run) or earlier Jeep points dist, which hooks to the negative side of the coil (those horseshoe connectors suck for corrosion. I switched to a '70s Dodge coil) That's the simplest fire up way to go. The carb computer may be shorted, but that won't keep it from running. Mine went away.
